Responsibilities
The Regulatory Compliance Team focuses on regulatory and sales compliance for Investment Planning Services (IPS) retail products including mutual funds brokerage accounts, 529 plans, and variable products. With the upcoming launch of Advisory Services, there is a need for a qualified analyst with high initiative to continue building out our Advisory compliance program.
The analyst selected will support IPS regulatory and enterprise compliance through:
- Learning and applying SEC and FINRA regulations applicable to the Investment Adviser entity, State Farm Investment Management Corp (SFIMC) and the Broker Dealer entity, State Farm VP Management Corp (SFVPMC)
- Inform, educate, and guide IPS peers, leadership and business partners through regulatory compliance and risk management processes
- Effectively manage risk and regulatory compliance by promoting commitment to compliant and ethical conduct, and assist with protecting IPS from legal, regulatory, financial, and reputational harm to support department and enterprise goals
- Maintaining relationships with business partners across IPS, Agency, Finance, ECE, ERM and Corporate Law to develop effective and sustainable risk and control assessment programs
Additional responsibilities include:
- Researches, analyzes, interprets, and provides recommendations regarding compliance with state and federal securities regulations applicable to broker/dealer, and investment adviser firms
- Identifies and develops controls to provide recommendations for company policies and procedures with respect to securities regulations
- Preparing and/or evaluating compliance metrics and data analytics with respect to the firm’s key controls and relevant compliance and operational processes
- Develops and maintains reports, presentations, communications, and other materials related to regulatory compliance issues and activities
- Participates in and coordinates projects representing compliance functions
- Establishes, documents, maintains, and communicates business procedures
- May work with FINRA, SEC, or other regulatory agencies and external audit firms on examinations and/or compliance issues
- Review disciplinary situations for new and ongoing regulatory reporting
- Maintain and update Investment Adviser Representative (IAR) Compliance Manual and Written Supervisory Procedures for Advisory Services
- Develop and maintain oversight and quality control of the IPS Advisory topics such as Code of Ethics, Form ADV, Marketing materials, etc. that fall under the Advisory compliance umbrella
- Assist field partners with questions regarding compliance with regulatory (internal and external) standards
**Job may require incumbent to travel overnight via commercial transportation and/or driving motor vehicles to visit office locations, vendor facilities, attend seminars, training, conferences and/or industry meetings.
**Job may require working nonstandard work hours and/or work week during periods of heavy workload or to meet deadlines.
Incumbency: All employees hired into the Regulatory Analyst - Advisory Services position are subject to a 12-month incumbency period (beginning on the effective date in this position) which must be met before the incumbent can post or be considered for other opportunities. Exceptions to the incumbency period may be considered for promotional opportunities and will be considered on an individual basis, consistent with business needs and management approval.
Qualifications
Desired Skills and Experiences:
- 2-3 years relevant compliance experience at an investment management firm, or prior regulatory advisory consulting experience
- ChFC, S65, AICCP or similar qualifications are very desirable and/or willingness to pursue additional certifications and/or Securities licensing
- Ability to quickly understand new concepts, interpret, analyze, and report across multiple compliance and risk areas
- Ability to identify broad implications of risk across SEC and FINRA rules
- Strong attention to detail and commitment to high standards of work product, including completed staff work
- Ability to develop and deliver information to obtain buy-in, ownership, and drive action to achieve results
- Excellent relationship building and teamwork skills
- Comfortable communicating with all levels of leadership
- Ability to maintain professional composure in a dynamic work environment that often requires the management of multiple and competing priorities
- Working knowledge of enterprise risk and compliance processes, including methodologies, scoring and three lines of defense structure
- Understanding of mutual fund products, portfolio securities oversight, and financial markets
- Understanding of agency field structure and securities oversight procedures
- Not required but could be beneficial: working knowledge of Anti-Money Laundering (AML)/Bank Secrecy Act (BSA) and Office of Foreign Assets Control (OFAC) regulations and implementing related programs and procedures
