Job Summary
This role is responsible for shaping how Technology plans, evaluates, and measures investments and outcomes. This position is responsible for defining and scaling best practices for business planning, investment governance, and value realization across the Technology portfolio.
A key focus of this role is building and maintaining forward-looking business and investment plans, ensuring alignment between strategy, funding, delivery, and measurable outcomes. You will enable a more disciplined, transparent, and performance-driven portfolio through strong analytical frameworks, standardized processes, and actionable insights.
Job Description
What you’ll do:
Forward-Looking Business & Investment Planning
- Develop and maintain multi-year technology business plans and investment roadmaps aligned to strategic priorities
- Build forward-looking financial models and forecasts covering budget, investment timing, benefits, and resource needs
- Partner with Technology and business leaders to ensure alignment between strategy, demand, and funding plans
- Continuously refine plans based on changing priorities, performance trends, and emerging opportunities
Business Case & Investment Frameworks
- Define and standardize business case development practices, including cost, benefits, assumptions, risks, and KPIs
- Ensure all investments are evaluated using consistent, data-driven criteria
- Improve quality, comparability, and transparency of investment proposals across Technology
Adoption of Portfolio Planning & Intake Practices
- Drive adoption of standardized intake, planning, and prioritization processes
- Ensure initiatives are clearly defined with measurable objectives and value outcomes
- Coach stakeholders to develop well-structured, value-driven proposals aligned to portfolio priorities
Value Measurement & Performance Tracking
- Define and implement KPIs and metrics for benefits realization and investment performance
- Track planned vs. actual results across the portfolio, including financials, benefits, and outcomes
- Identify value leakage, performance gaps, and risks to achieving expected ROI
- Enable enterprise visibility into portfolio performance and strategic value delivery
Portfolio Analytics & Decision Support
- Develop and maintain portfolio dashboards, reports, and analytics models
- Provide insights to support investment prioritization, scenario planning, and trade-off decisions
- Analyze trends across initiatives to identify systemic risks and opportunities for optimization
Practice Definition & Continuous Improvement
- Establish and refine standards for business planning, investment tracking, and value management
- Drive adoption of consistent tools, templates, and methodologies across Technology teams
- Improve data quality, reporting accuracy, and decision-making capabilities
- Advance organizational maturity in value-based portfolio management and performance measurement
What we’re looking for:
Education:
- Bachelor's degree in computer science, information systems, business or related field of study; Or associate's degree in computer science or related field of study with 2 years of relevant work experience; Or High school diploma/GED with 4 years of relevant work experience.
Experience:
- In addition to any experience required above, 13 years of relevant work experience is required.
Preferred Qualifications:
- Experience in business analysis, portfolio planning, finance, or strategy roles
- Strong experience building business plans, investment models, and financial forecasts
- Proven ability to define and implement KPIs, performance tracking frameworks, and value measurement approaches
- Demonstrated experience influencing stakeholders and driving process adoption at scale
- Strong analytical, problem-solving, and communication skills
- Experience in Technology PMO, Portfolio Management, or investment governance functions
- Background in financial modeling, budgeting, or capital planning
- Familiarity with benefits realization and portfolio performance frameworks
- Experience supporting executive-level planning and reporting

Compensation Range:
$136,539.00 - $177,503.00
