Overview
Under administrative direction of the Executive or Deputy Executive Director, the ERF Compliance Officer is responsible for the overall compliance management of the benefits, communications, finance, investments, learning & development and/or technology administration of the Employee Retirement Fund. Oversees the development and implementation of policies, procedures, and practices for an effective compliance program in the Employee Retirement Fund (ERF). Reviews and evaluates compliance issues relating to the operation of ERF for its civilian employees, including financial reporting on a timely basis, maintaining custodial relationships, cash management, budget preparation, coordination of annual audit, and overall interface between the ERF and the City of Dallas regarding all financial transactions.
Essential Functions
1. Develops and periodically reviews and updates compliance policies and procedures.
2. Ensures that compliance issues/concerns within the organization are being appropriately evaluated and resolved.
3. Develops, implements, and conducts training materials and delivers processes for ERF staff.
4. Reviews plan documents for compliance with state and federal laws and regulations, stayed informed with all updates and incorporates changes to the policies as appropriate.
5. Reviews pertinent governmental filings of the Fund’s investment managers and custodian.
6. Reviews investment manager contracts and investment guidelines.
7. Ensures contract compliance for investment manager and follows investment guidelines.
8. Tracks and monitors all securities litigation where the Fund has an interest.
9. Reviews and recommends documentation procedures, such as Texas laws on records management.
10. Reviews internal operations as directed by the Executive staff in the areas of benefits, communications, finance, information technology, learning & development, and other.
11. Ensures compliance with open records and open meetings State laws on behalf of the Board (Public Information Coordinator) and ERF (Records Liaison Officer).
12. Manages a team of office assistants.
Knowledge and Skills
Expert knowledge of laws and regulations of the ERF designated pension administration system.
Knowledge of Federal, Internal Revenue Service, and State laws and the Texas Government Code affecting Public Employee Retirement Systems.
Knowledge of qualified pension plans.
Expert skill in incorporating updates and maintaining documents.
Ability to draft, edit, and continuously improve high visibility documents.
Advanced knowledge of the Microsoft Office Suite.
Ability to communicate effectively, both verbally and in writing; ability to speak and present to larger groups.
Ability to organize, prioritize team duties, and work effectively in a flat organization environment.
Ability to establish and maintain effective working relationships with all levels of management, City of Dallas officials, vendors, service providers, consultants, other government agencies, other employees, and the general public.
Stellar track record of high ethical standards and code of conduct, honesty, integrity, and acceptance of personal responsibility.
Advanced knowledge of public-sector pension plan management best practices including Dallas City Code 40A.
Education
Bachelor’s degree in business, communication, accounting, finance, investment, or information technology.
EXPERIENCE
Ten (10) years of experience in management or executive leadership roles or 15 years in management/supervisory in the areas of communication, accounting, finance, investment, learning & development or information technology position.
Licenses and Certifications
Relevant professional certifications such as CEBS, CPA, CFA, or ITIL, depending on the assigned area.
Salary Range
The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
