Description
Responsible for monitoring and supporting compliance throughout the Osceola Council on Aging, Inc. affordable housing portfolio. Reviews property operations, resident eligibility, certifications, reporting, and documentation for compliance with applicable federal, state, local, investor, lender, and funding source requirements.
Serves as an internal compliance resource, identifies deficiencies, coordinates and tracks corrective actions, provides staff training and technical assistance, and assists properties in preparing for external monitoring, inspections, and audits.
ESSENTIAL FUNCTIONS:
1. Monitor compliance requirements for all affordable housing properties owned, operated, or managed by OCOA.
2. Maintain working knowledge of HUD Section 202 Project Rental Assistance Contracts (PRAC), Section 42 Low Income Housing Tax Credit (LIHTC), HOME Investment Partnerships Program, Neighborhood Stabilization Program (NSP), applicable rental assistance programs, and other federal, state, and local housing requirements.
3. Develop and maintain a property compliance matrix identifying funding sources, regulatory agreements, affordability periods, income and rent restrictions, age and occupancy requirements, special population commitments, reporting obligations, deadlines, and responsible parties.
4. Review initial certifications, move in files, annual and interim recertifications, transfers, and resident eligibility documentation for accuracy, completeness, and compliance with applicable program requirements.
5. Review income, assets, deductions, student status, household composition, age eligibility, and other eligibility factors required by each applicable housing program.
6. Review rent calculations, utility allowances, income limits, rent limits, subsidy calculations, tenant rent determinations, and applicable fees and charges.
7. Verify that required HUD forms, Tenant Income Certifications, verifications, releases, applications, leases, addenda, notices, and other compliance documents are properly completed, executed, and maintained.
8. Monitor properties with layered funding sources, identify requirements applicable to each program, and seek clarification when requirements differ or conflict.
9. Conduct routine internal audits of resident files and property compliance records. Document findings, required corrective actions, deadlines, and final resolution.
10. Establish and maintain a regular monitoring schedule for each property and provide written compliance reports to Housing leadership identifying deficiencies, recurring issues, unresolved matters, and recommended improvements.
11. Coordinate and track corrective actions resulting from internal reviews, HUD reviews, state housing finance agency monitoring, investor or syndicator reviews, lender reviews, local government monitoring, and other external audits.
12. Assist Property Managers and Housing staff with complex eligibility and compliance questions before certifications, leasing transactions, or reports are finalized.
13. Develop, review, and maintain Housing compliance policies, procedures, checklists, forms, and standardized documentation.
14. Review tenant selection plans, waiting list administration, preferences, application processing, screening criteria, applicant notices, and unit transfers for consistency with applicable requirements.
15. Monitor compliance with Fair Housing requirements, applicable accessibility standards, reasonable accommodation and modification procedures, affirmative fair housing marketing plans, and language access requirements. Coordinate complex matters with Housing leadership and Legal as appropriate.
16. Monitor applicable Violence Against Women Act requirements, including required notices, documentation procedures, confidentiality protections, and emergency transfer plans.
17. Monitor required Enterprise Income Verification (EIV) reports, discrepancy resolution, authorized access, security procedures, user and coordinator certifications, required training, and supporting documentation.
18. Assist with HUD systems and reporting requirements, including TRACS and related tenant certification and subsidy processes. Review Housing Assistance Payment (HAP) documentation and identify rejected transactions, missing certifications, discrepancies, or other issues affecting subsidy payments.
19. Prepare or review required owner certifications, Certificates of Continuing Program Compliance, occupancy reports, program reports, and supporting records. Coordinate authorized signatures and timely submission.
20. Monitor applicable referral agreements, special population set asides, referral documentation, unit hold periods, and related reporting obligations, including North Carolina Targeting requirements and Florida LINK commitments where OCOA has an assigned responsibility. Monitor Key Rental Assistance requirements where applicable.
21. Monitor applicable LIHTC occupancy and unit compliance requirements, including minimum set asides, applicable fractions, student rules, available unit rules, vacant unit rules, and extended use restrictions.
22. Monitor applicable HOME and NSP affordability restrictions, assisted unit designations, income targeting, rent requirements, ongoing eligibility reviews, and local funding agreement obligations.
23. Monitor regulatory changes and coordinate implementation according to the requirements and effective dates applicable to each funding program, including Housing Opportunity Through Modernization Act (HOTMA) requirements.
24. Provide compliance training and technical assistance to Housing staff. Identify training needs based on audit findings, regulatory changes, and recurring errors, and maintain documentation of training provided.
25. Maintain compliance calendars for certifications, monitoring visits, reporting deadlines, regulatory agreement obligations, required policy updates, and other time sensitive requirements.
26. Assist with preparation for Management and Occupancy Reviews, LIHTC reviews, HOME and NSP monitoring, investor reviews, audits, and regulatory inspections.
27. Perform periodic onsite compliance reviews and verify that required records, notices, postings, and documentation are properly maintained.
28. Coordinate with Property Management and Maintenance to track regulatory inspection findings, corrective action deadlines, and evidence of completion.
29. Coordinate with compliance consultants, investors, syndicators, lenders, HUD, housing finance agencies, local government funders, referral partners, and other regulatory entities as directed.
30. Promptly elevate material compliance concerns, potential findings, missed deadlines, unresolved eligibility questions, subsidy discrepancies, or other matters that could create financial or regulatory exposure.
31. Maintain confidentiality of applicant and resident information. Monitor compliance with applicable privacy, secure document handling, access control, and record retention requirements.
32. Work collaboratively with Property Management, Housing leadership, Resident Services, Maintenance, Fiscal, Legal, Quality Assurance/Compliance, and executive management to resolve compliance matters and clarify responsibility for corrective actions.
33. Monitor compliance with applicable Service Coordinator program requirements, grant agreements, and funding conditions, including required assessments, service plans, resident records, reporting, confidentiality, and documentation of services. Coordinate with Resident Services leadership to identify deficiencies, track corrective actions, and prepare for monitoring reviews and audits.
34. Follow all policies and procedures of the Osceola Council on Aging, Inc.
35. Perform other duties as assigned, including assisting the organization during emergencies or disasters as necessary.
COMPLIANCE REVIEW AUTHORITY:
The Housing Compliance Officer performs objective internal compliance reviews and has access to records necessary to carry out assigned responsibilities, subject to applicable confidentiality and system access restrictions.
The Officer may require documented corrections and recommend that a file, certification, transaction, or report be held pending resolution. Unresolved or material concerns shall be promptly elevated to the Senior Vice President of Housing and, when warranted, executive management, Quality Assurance/Compliance, or Legal.
Compliance review does not transfer operational responsibility from Property Management or signature authority from authorized agency officials.
OTHER RELATED FUNCTIONS:
Hours of Work: Full time. Office hours are generally 8:00 a.m. to 5:00 p.m., with flex time subject to supervisor approval. Evening or weekend hours may occasionally be required for audits, monitoring, deadlines, or special projects.
Travel: Travel to OCOA housing properties in Florida and North Carolina is required as assigned. Occasional overnight travel may be necessary for property reviews, monitoring, training, or special projects.

Education/Training:
Bachelor’s degree in Business Administration, Public Administration, Housing, Finance, Accounting, Real Estate, or a related field preferred. Significant relevant affordable housing compliance experience may substitute for formal education.
Licensure/Certification:
Housing Credit Certified Professional (HCCP), Specialist in Housing Credit Management (SHCM), Certified Occupancy Specialist (COS), Tax Credit Specialist (TCS), or equivalent affordable housing compliance certification preferred. If not currently certified, completion of an approved certification may be required within a timeframe established by OCOA.
Experience:
Minimum three years of progressively responsible affordable housing compliance experience, or affordable housing property management experience that includes substantial responsibility for compliance reviews, certifications, and audit preparation. Demonstrated working experience with HUD multifamily and LIHTC requirements required. Experience with layered HUD and LIHTC properties, HOME, NSP, and Florida or North Carolina housing finance agency requirements preferred.
Interpersonal Skills:
Excellent communication, analytical, organizational, and problem-solving skills. Ability to communicate findings clearly and professionally, provide constructive feedback, train staff, and work collaboratively while maintaining objective compliance judgment.
Essential Technical/Motor Skills:
Strong computer, spreadsheet, document review, reporting, and file audit skills. Ability to use housing management software, electronic records, and applicable compliance and reporting systems. Experience with OneSite, TRACS, and EIV preferred.
Essential Mental Abilities:
Sound judgment, attention to detail, discretion, and ability to interpret complex regulatory requirements, identify discrepancies, prioritize risk, manage multiple deadlines, and follow corrective actions through completion.
